Oxford Local Plan 2001–2016

The draft Oxford Local Plan 2001–2116 was put out for consultation and most of its suggestions were agreed in 2005. The draft proposals for Headington were extracted and put on this site at the time, and they have been left here as a reminder of how very important it is to respond to such consultations, as some of the proposals are proving to be unpopular now that they are being implemented.

Local Plan that was adopted


TR.5: Pedestrian & cycle routes

The City Council will seek to secure the following new links:

  • Saxon Way to the John Radcliffe Hospital
  • Gardiner Street to the Nuffield Orthopaedic Centre
  • Peat Moors to the Churchill Hospital

Where appropriate, contributions for, or the provision of, new or more attractive pedestrian and cycle routes and facilities will be required, and secured by planning conditions or a planning obligation.

In particular the City Council will seek to establish new or improved linkage towards the City Centre from Barton [via Barton Lane, St Andrew’s Road, Osler Road, Cuckoo Lane as far as Pullen’s Lane] … and Risinghurst [via Downs Road, Kiln Lane, Beaumont Road, Quarry Hollow, and Margaret Road].


TR.7: Bus services and bus priority

The City Council will support improvements to bus services and bus priority measures. The key routes for bus priority improvement are: …

  • the B4495 route including … Windmill Road, Headley Way, and Marston Ferry Road

DS.5: Barton Village School site — Residential development

[site of former school, already demolished]

Planning permission will be granted at the Barton Village School site, Fettiplace Road, for residential development


DS.6: Barton Village School site — Mixed use development

[site of present school, the former Bernwood School]

Planning permission will be granted at the Barton Village School site for a mixed-use development for any of the following uses:

  • residential;
  • institutional: and
  • B1 uses that would not unacceptably conflict with the above uses.

Redevelopment of the site will be subject to the relocation of the existing play area and extension of the adjacent park.


DS.7: Part of Bayswater School site, Bayswater Road, Barton

Planning permission will be granted at Bayswater School, Barton, for the development of an indoor swimming pool.


DS.14: Churchill Hospital site — Hospital use

Planning permission will be granted for further development of the Churchill Hospital site for hospital use (including the redevelopment of existing buildings to provide improved facilities). Other acceptable uses include medical research, nurses’ and other key worker accommodation associated with the health service provided such uses remain ancillary and would leave sufficient space to accommodate the expected need for further hospital development for the foreseeable future. Development proposals for the site should make provision for improvements to public transport access, including the provision of a circular bus route within the site.

Planning permission will not be granted for market residential development.


DS.23: Dorset House

Planning permission will be granted at Dorset House, London Road, for the development of Oxford Brookes University purpose-built student accommodation. Planning permission will not be granted for market residential development


DS.35: John Radcliffe Hospital site, Headington — Hospital use

Planning permission will be granted on the John Radcliffe Hospital site, for further development of any of the following uses:

  • hospital use;
  • medical research;
  • nurses’ accommodation; and
  • other key worker accommodation associated with the health service.

Planning permission will not be granted for market residential development.


DS.42: Manor Ground — Mixed-use development

Manor Ground —- Mixed-use development
Planning permission will be granted at the Manor Ground site, Headington for a mixed-use development for residential accommodation and a hospital. Neither land use should dominate the site.


DS.43: Manor Ground — Retail use

Planning permission will be granted on the London Road frontage of the Manor Ground, Headington, for retail development and any of the following uses:

  • employment development (principally Class B1a but could include other commercial uses); and
  • commercial leisure.

DS.48: Nuffield Orthopaedic Centre, Old Road — Hospital use

Planning permission will only be granted at the Nuffield Orthopaedic Centre for further development of hospital use and medical research.


DS.64: Park Hospital site — Oxford Brookes University

Planning permission will be granted at the Park Hospital site for development of [Oxford Brookes University] purpose-built student accommodation. Development proposals should not prejudice the potential widening of the access road to the Churchill Hospital. Planning permission will not be granted for market residential development.


DS.82: Land adjacent to Upper Meadow & Quarry Bank, Old Road — Residential use

Planning permission will be granted at land adjacent to Upper Meadow and Quarry Bank, Old Road, for residential development.


DS.83: Warneford Hospital site, Headington — Hospital use & Oxford Brookes University

Planning permission will be granted at the Warneford Hospital site for the development of all of the following uses:

  • new health care facilities;
  • Oxford Brookes teaching/administration use and purpose-built student accommodation; and
  • nurses’ accommodation, key-worker housing, and Oxford Brookes University purpose-built student accommodation on the adjoining playing fields.

Development of the playing fields will be subject to appropriate replacement facilities being provided elsewhere.

Planning permission will not be granted for market residential development.


DS.84: Warneford Meadow site, Headington — Hospital use & Oxford Brookes University

Planning permission will be granted at Warneford Meadow for the development of the following uses:

  • nurses’ accommodation and key-worker housing; and
  • medical research; or alternatively
  • Oxford Brookes University education/academic use; and
  • Oxford Brookes University purpose-built student accommodation.

Development of this site will be subject to the retention and enhancement of:

  • substantial wildlife corridors along Boundary Brook and the boundary with Southfield Golf course; and
  • the belt of trees/hedges on the western and northern boundaries.

Planning permission will not be granted for market residential development.


DS.86: Windmill School site, Headington

Planning permission will be granted at Windmill School site for the development of any of the following uses:

  • residential;
  • institutional uses; and
  • B1 employment use that would not unacceptably conflict with the above uses.

The main school building must be retained and re-used.


Oxford Brookes University

There were also many items in the draft Local Plan relating to Oxford Brookes University, whose student numbers rose from 6,000 in 1989 to 10,500 in 1999.

Purpose-built bed spaces were 1,300 in 1989 and 2,900 in 2000, and leased bed spaces increased from 2,220 to 750 in the same period. But a total of 3,200 Brookes students live in accommodation owned or rented by the student (excluding those living at their previous home address).

The number of students is expected to grow by 0.5% to 1% per annum during the period of this Local Plan.
